The admin that created the site? Meh... I deal with the tech stuff, so I guess in that sense I created the site. Cecilia really created most of the forums and rules and such, so she created a lot of it too. Ultimately, though, I think it's the members that make any forum what it is. Sure, a theme can make it look nice and admins and such can set up areas to talk and whatever, but the "atmosphere" of it depends on all the members.
